The Collapse of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new 28-point plan for ending the war appeared – briefly – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Negotiation and Warfare

The sequence of conflicting incidents captured the bleak nature of the current period. By day, political struggles are fought: positive announcements are released from various governments. Significant resources is allocated on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, war remains the main instrument for achieving "resolution".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is capable of detecting rocket firings from across the border, a ability afforded by timely intelligence. From observation points, Ukrainian air force fighter jets that had been scrambled to engage hostile guided weapons roared overhead – sophisticated military planes delivered to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems thundered: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, probably delivered by allied countries. Every launch creates sudden vibrations, causing tremors. The moment of terror quickly becomes sober acceptance: perhaps the incoming missile won't cause damage this time, sparing the city from devastation and another blackout.

Ongoing Risks

Following this, a large-caliber weapon opened up on a aerial vehicle somewhere nearby, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the shots failed to hit the opposing UAV – it pressed on overhead toward its objective.

Intermittently, this continued until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's vital need on Western support – a reliance that European nations are demonstrably unable to substitute in the short term.

Ineffective Peace Efforts

The 28-point plan from US administration sparked intense emotion, debate and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new proposal from US leadership adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually achieve victory. This trend will, undoubtedly, persist.

Strategic Calculations

It is tempting to accuse certain parties of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. Washington operates on a principle understood by experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration assumes that it is unfeasible to force Russia to surrender the areas that it currently occupies in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, Washington does nothing to prevent Kremlin actions, through words or deeds, from assuming that the situation will not shift further in its favour in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing people and territory but avoiding a total frontline collapse until conditions improve in its favour.

Current Realities

Objectively, there are no actual prerequisites for a truce. Now, personal considerations are coming into play: political desires to mediate resolution and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not switch to domestic problems. And although their mission will now be considerably more difficult after latest incidents, it remains highly unlikely that this will modify their basic position.

These two forces are driving the talks.

Conclusion and Outlook

It took a only one week to eliminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, latest revelations, all did their job.

While new plans based on old ideas are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and reflect particular unwillingness to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, mainly require ongoing international assistance.
